The ninth briefcase is in here, on top of some barrels. X: The final briefcase is hard to miss. It is right next to the switch used to deactivate the pulse field.

If I remember, the quest name is not operation anchorage, but something else. Have you looked at your active quests to see what is available? I would rely on the active quests more than the radio signal. If none of that works, before you start the game, in the Steam library screen, make sure all the DLC is checked. Maybe it is as simple as that. My only quest is the standard daddy quest. All addons are checked though I will try to disable, start, reenable and leave again.

Thanks for the answer! It seems to be Games for windows life blocking my dlcs I was otherwise going to suggest you made sure that the launcher had the tick boxes ticked or checked, I guess. When I started, I didn't realize I had to enable them manually. I figured it was going to be automagically enabled. Sometimes it can take a few minutes for the signals to be loaded. I remember my latest playthrough where they didnt start up until I got to Megaton. What should I do? When you exit the prologue vault you'll start getting all the dlc signals.

Of course you might give more info. Like you don't have the steam version you have a hard copy, or you are trying to get them to load up from an already started game and not a new game, but since no such info is given, ill just post the basics.
